Senate Phase
Rome Consul Flamininus announcement:
There is still one more War to be settled. The Jugurthines dare to still challenge our Rule. I propose to send our Regular Legions to train them into Veterans against these rabble, with support from the Navy. Consul Terentius will have 14 Regular Legions with the complete 17 Ship Fleet to support them.
Voting Order will be the same as before...
FC Terentius is heard to mutter, "Why is the RC always a military idiot?"
FC Terentius rises and speaks: "I request our esteemed Rome Consul withdraw this proposal as sending all 17 fleets is patently ridiculous. Why risk more fleets than necessary to a Disaster result? I will consult with my legates and report to the Senate shortly as to what the optimum force mix should be."
Rome Consul Flamininus jumps up:
Idiot?! A show of Force is needed to show the rest of the Neutral Countries that to rise up against Rome is a death wish and will be meet with overwhelming Authority! I will not withdraw my Proposal! If you won't lead the Legions & Ships against The Jugurthine, I will! Either step up or step down!
Terentius addresses the Senate.
"Conscript Fathers!
"Let me explain the situation so that even an RC can understand. The RC wants to send 14 Fleets to do the job of the two I want to send. In the event of a Disaster (6.94%) the RC's plan would lose 7 fleets, mine 1. In the event of a Standoff, the RC's plan would lose 4 fleets, mine 1.
"So riddle me this, why put so many fleets at risk of a D/S (16.67%) when we don't need to?"
Terentius readdresses the Senate.
'It was previously reported in these chambers that 20 CF and 2 fleets would be necessary to gain the maximum odds of victory (83.33%)." Again, the RC's proposal fails to allocate sufficient strength to the land forces while putting excess fleets in danger unnecessarily."
"For these reasons you must vote Nay on the proposal.
Voting Order:

Finlandia: 1 vote in favor and 11 votes against
Caelestis Genus: 16 votes in favor
The motion fails with 20 votes in favor to 25 against, with 5 abstentions.
Rome Consul Flamininus announcement:
What I hear from Field Coward Terentius is nothing but excuses. I will not order the other Veterans to be lead by a Coward. I feel sorry for the Regular Legions who have to follow Terentius but I will pray to Mars to watch over them. If Terentius wants more Legions, then he can have his IV Veteran Legion to add to the 14 Regular Legions and I will bend to the will of the Senate to send only 3 Ships to support them. This is my last Proposal on this matter. Either Senator Terentius accepts his duty to lead the Legions against the Jugurthines or we will elect another one who will.
