Aemilius rises quickly: The Senators of Finlandia feel that we should transfer one or two legions to the Illyrian front since they don't add much strength to the Punic front yet they would greatly increase the chance of defeating the Illyrians. We would prefer 2 but would also vote yes on 1. Our augurs calculate that the chance of victory over Carthage remains at 71% regardless whether 24 factors attack or 22 factors attack. But the chance of victory over the Illyrians rises from 36% to 61% by transferring the two legions from the Punic war to the Illyrian war. We would also suggest NOT transferring the veteran legion since it has a higher chance of being destroyed if it is involved in the Illyrian conflict.

Sulpicius addresses the Senate:

"Conscript Fathers!

"Applus's auguries concur with those of FINLANDIA. When it is our turn to vote CORONUS will cast six votes 'Nay'.

"But we are troubled by Furius's multipart motion. that is:

"I. Raise 16 legions.

"II. Allot 1 Vet, 22 legions and 7 fleets to Flaminius vs 2nd Punic

"III. Allot 3 legions and 3 fleets to Furius vs 2nd Illyrian.

"Perhaps friend Furius was asleep when we were taught the principles of lawmaking at the Academy. 'Twould've been better to pose it as two motions, the second being conditional on the passing of the first. The first to raise the legions, the second to allot them.

"Or perhaps fiery Furius has a death wish -- or more likely a lust for glory -- that he would rush into battle undermanned. In either case, the Senate must not allow it ."

Coronus: 6 votes against

Furius takes his turn to address the Senate:

Senators!  I assure you I had no death wish, nor lust for glory, but my idea was to give Flaminius enough Legions to not only sack Carthage, but assure total destruction of it.  I was preparing a stand-off strategy against the Illyrians, waiting for Flaminius's success against Carthage, and for the reinforcements to come to mount a real assault.  I am glad to hear that two Legions can be spared from Flaminius's Army against Carthage to be added to my Army.  With two more Legions, I can start preparing a more offensive Campaign against the Illyrians.  It sounds like we have no disagreements on how many Legions to raise, but I don't want to ignore protocol again.  Therefore I will separate them into three proposals.  I'm going to list the other two proposals open for discussion, but should we agree to vote for them to hurry them through, I will leave it up to the Senate to decide this time.

1st:  Raise 16 Legions.

 

2nd:  Give Flaminius control of the Vet. Legion, 19 regular Legions, and 7 Fleets to support him against Carthage.

3rd:  Give Furius control of 5 regular Legions and 3 Fleets to support him against Illyrian.   

The voting order is the same as before with Finlandia, Arborophilia, Coronus, 100%Loyalus, and Caelestis Genus.
