Time for us to go back to the old ways when it comes to choosing a leader. Where a single individual's influence doesn't place him in leadership, but allowing all Senators a chance. I feel the newest Senator from Caelestis Genus, Junius, would make a fine Rome Consul to keep this practice going, and I feel Senator Sulpicius would make a fine Field Consul. So I nominate... Senator Junis from Caelestis Genus and Senator Sulpicius from Coronus. Voting order: Finlandia, Arborophilia, Coronus, 100%Loyalus, Caelestis Genus.

"Conscript Fathers!
"We have several war options. We have 9 vet legions and 16 regular
legions under arms for 34 CF (and 3 more if I am elected FC) and 10
fleets. The first is to attack the Jugurthine with 20 CF and 2 fleets
to gain an 83.33% chance of victory and use the remaining legions to
bolster the provinces threatened by the Germanic Migrations. The
second is to take on the German migrations with 27 CF and a 75.00%
chance of victory. The third would be to raise 7 fleets (70T) and attack
the Cilician Pirates fleet with 17 fleets and a +3 Mil leader (94.91%)
and then take on their bases with 14 CF (again 94.91%). We also may be able to manage joint attacks on the Jugurthine and the Pirates.
"Attacking the Pirates alone makes the least sense in that they are inactive and do nothing to us (except increasing Unrest via Drought) and will cost a large expenditure to build the requisite fleets. Nothing, that is until another pirate band joins them and then it will take a _lot_ of fleets to quash them.
"Attacking the Jugurthine is the easier kill and provides the higher spoils, but leaves the provinces hanging. This war doesn't threaten any provinces. Then too, Marius, should he appear, has their number.
"Attacking the Germanic Migrations takes more troops, has a lesser chance of victory, provides smaller spoils, but does defend the provinces. In this case, Cunctator would be a better choice of commander as he could mitigate the losses caused by a stand-off or disaster (both 12.50%).
"Attacking both the Pirates and Jugurthine would require another decent Mil-rated Consul and would probably dispatch both problems, but the provinces would be ravaged.
"We of CORONUS are inclined to vote in favor of the nomination when it is our turn to vote, but if another faction has a better solution to Rome's problems, we will reconsider."
