Turn 7 Senate Phase, First War Proposal

Turn 7 Senate Phase, Second War Proposal due 3/15, Monday

Senate Phase

Aelius proposes to send 14 legions (non-veteran) and esteemed Field Consul to fight the Sicilian Slave Revolt.

Voting order: Coronus, 100% Loyalus, Arborophilia, Caelestis Genus, Finlandia

Valerius addresses the Senate:

"Conscript Fathers!

"Please excuse my tardiness with this vote, but ill health, the excitement of the recent games in Miamia, and the shear inanity of this proposal have distracted me. Also the realization it's taken 4 months to get to this vote and all my arguments have been forgotten. I ask all those factions that have voted to retract their votes for the nonce. I shall address the Senate on the morrow on the folly of this proposal after reconsulting with Applus."

Former Consul Terentius addresses the Senate in Valerius's stead.

“Conscript Fathers!

“Did we not elect Flamininus consul to take advantage of his special advantages against the Macedonians? Even the FINLANDIA leadership loudly approved this during the election campaign. Why then does RC Aelius of FINLANDIA propose sending him to Sicily to put down a few uppity slaves? It was the intent of the Senate and People of Rome to attack two wars this year and it was for this these consuls were elected.

“Let me recap the facts from our discussion during the consul campaign. We have 18 regular legions and 7 veteran legions for 32 combat factors (CF) and 10 fleets available. In addition to this Furius has 7 provincial armies and 5 fleet already defending Sicily. Flamininus, 16 CF of troops, and 5 fleets against the 2nd Macedonian is a guaranteed win. I repeat, a guaranteed win, netting 45T to the treasury and forever eliminating the possibility of a triple-strength war against Macedonia. Should Aelius (MIL 3) and 8 CF (and 1 fleet? -- rules check, please) reinforce Furius, he has a 88.47% of defeating the revolt also.

“To send Flamininus, overstrength at that, against the slaves is criminal folly. Not to heed the intent of the Senate and people of Rome is bad politics. I call upon the Clerk of the Senate to enforce the voting order and to cancel the votes already cast so that the factions may reconsider. I invite RC Aelius to address the Senate to explain this outrageous proposal.”

The Clerk of the Senate replies:

First, on the request by the esteemed Terentius regarding Sicily. Were the Senate to not send a Consul to prosecute the war, Governor Furius could conceivably defeat the slave revolt. This, however would not defeat the underlying issue, and the slave revolt would undoubtedly occur again. Were the Senate to send a Consular army to fight the slaves, that would indeed end the matter if the army were successful, but they would not be able to draw upon the Governor's resources to do so. The Consular army would have to fight on its own.

To the second request of the esteemed Terentius, the out-of-order votes have have been cast so far are deemed invalid. The voting begins with the Coronus faction, and that faction has not yet cast its vote.

Note also that barbarians are threatening our borders, so the Senate might wish to reserve some legions to help prevemt the border provinces from being overrun.

After several days waiting, Terentius again addresses the Senate.

"Conscript Fathers!

"It seems Aelius cannot defend this proposal. CORONUS must then vote "Nay" and urges the other factions to do likewise."

Votes:
