ERRATA: Fabius and Valerius should have returned to Rome during the Revenue phase. As such, the governorships of Sardinia-Corsica and Sicily need to be filled.

My fellow Senators
It seems Senator Cunctator and Senator Valerius have made it back from successfully developing the Islands of Sicily and Sardinia-Corsica into respectable Roman Provinces, but now we need two more Governors to take their places. To choose without much discussion of it will be tough, and I'll try to be fair for all to keep the Factions balanced. The Sardinia-Corsica Province Governorship will stay with the Coronus Faction and Senator Sulpicius will be the new Governor. To show Caelestis Genus won't be excluded, Senator Furius has told me he will volunteer for the Governorship of Sicily. We could vote separately for each, but instead, it will be one ballet with votes for each proposal. If one is voted down, I will take suggestions, and place a new name to be voted on. Otherwise if both succeed, then we will know who will be leaving for their Island Estates. So to press on with the voting, the order will remain the same with Caelestis Genus, Arborophilia, 100%Loyalus, Coronus, and the last votes will be from Finlandia.
After these appointments, we will go back to the proposals of raising the two Legions and building five Fleets to send with the other Legions & Fleets with Consul Cornelius to fight King Philip V Macedonians.
So with Caelestis Genus votes...All in favor for both proposed new Governors.

Arborophilia 10 votes against
100% Loyalus 11 votes in favor
Coronus: 6 votes against
Finlandia: 16 votes in favor
The final tally is 39 votes in favor and 16 votes against. Senators Sulpicius and Furius depart for their provinces.
That having been dispensed with, Papirius rises again...
Fellow Senators, two Wars are at hand, the Illyrian pirates, and King Philip V of the Macedonians. As Senator Terentius's mathematical mind has pointed out, our choice should be to fight Philip first, and settle with the Illyrians second. I agree with Senator Terentius, and therefore the First Proposal is to raise 2 Legions & 5 Fleets. My second proposal is slightly different than Senator Terentius's proposal of how many Legions to send. I as a Senator realize the importance of keeping the Veteran Legions safe, but to the Soldiers & Leaders who have to fight the War, the Veterans are those who are needed most in Battle. Not to speak about Field Consul Cornelius who will be leading this Army against the Macedonians and a possible freak accident at Sea which some Legions may drown. So therefore, the Second Proposal is to send Field Consul Cornelius with all the Legions and all the Fleets to fight against King Philip V. May Neptune protect our Fleets and Mars protect our Legions. The voting will be the same as before with Caelestis Genus,
Arborophilia, 100%Loyalus, Coronus, and the last votes will be from Finlandia. With the Caelestis Genus votes, all are in favor for both proposals. I realize if the first proposal is not passed, we would have to re-vote on the second, but to keep this session going, I have two Proposals up for vote instead of one. I apologize if this is a break of etiquette, and if only one Proposal is able to be voted on, then we will come back to the Second Proposal if the first is passed. If there is another Proposal to be added to this session, please state the Proposal and reason for it. Thank You.
