"Is this proposal merely to raise the forces or is it to also send them out under Field Consul Julius? Either way, Finlandia votes YES and requests Pontifex Maximus Quinctius bless the troops."

Aurelius “Just in case anyone was under any miscomprehension, the vote on the floor is to raise the legions and send them with Julius to fight Macedonia”

Terentius rises to a point of order:

"Noble Rome Consul, we of CORONUS, and, for that matter, every bookie in Rome, wish to know which 20 of the 24 standing legions are to be sent. It can mean a great deal since 4 are veterans."

"Applus tells me that Julius, not having the cunning of the still missing Macedonicus and Flamininus, has but a 47.69% chance of victory leading 20 regular legions (24 CF) while he has a 63.43% chance of victory leading 16 regulars and 4 vets (28 CF). "Thank You Senator Terentius for your observation and now comes a choice for me. Do I allow Field Consul Julius to go against Phillip V without any Veterans or did Rome Consul Aurelius want to include the Veterans in the 20 proposed Legions? We can not change the number of Legions without a new vote, but can this vote stand if Rome Consul Aurelius meant to have the 4 Veteran Legions included in the 20 proposed Legions? If so, Caelestis Genus shall vote in favor, but I would agree with Senator Terentius that to hold back the Veterans to season the Regulars could put Consul Julius in unnecessary danger. Therefore, if the vote before us HAS to be 20 regular Legions to be lead by Consul Julius against Phillip V, then I shall use my Veto on this proposal not because I don't have confidence in Consul Julius's leadership, but knowing in good conscience I had the means to stop a potentional disaster, I have to use my Veto on this. Because of the urgency of this proposal before us, I'm sure it was written in haste to send aid to the Aetolian League and Pergamon, and detailed information was left out, but I would support sending the 4 Veterans with 16 Regulars & building 2 more Fleets with the rest for Consul Julius to go against Phillip V in the next proposal. I realize our Greek Allies need help and I'm sorry to bog down our response in this Veto."

Julius thanks all whom are looking out for his health and especially those veterans who will help him properly chastise the Macedonians and affirms his positive vote.

CORONUS believes the correct move is to raise 2 fleets and 1 army, then send Julius, 21 regulars and 2 veterans. Therefore we vote "Nay!"

Motion passes 40 to 4. Calpurnius gains 6 talents from the Ship Building concession. Julius leaves Rome with 17 regular legions, 3 veteran legions, and 10 fleets to fight Phillip V of Macedon.

Aurelius adjourns the Senate.

Combat Phase

Rome strength: Julius (4) + 17 regular legions + 3 veteran legions = 27

Macedonian strength: 12 + Phillip V (6) = 18.

Net Rome advantage: +9.

TDR = 15. Disaster. Rome loses 5 fleets and 10 legions, including the veteran I legion. Julius is killed. V legion becomes veteran. Unrest increases by 1.
