Notes

power plant deck. Power plants will be noted in the following
format: XX Fuel I→O (FF), where XX is the power plant number,
“Fuel” is the type of fuel it takes, I is the number of inputs, O is
the number of cities it powers, and (FF) is the amount of fuel stored
on it, if any.
